There's a lot of chatter in the media today about this:

George Osborne is giving a speech to the Chartered Institute for Personnel and Development and the British Chambers of Commerce today, about simplifying the administration of income tax, national insurance and VAT.

By way of experiment, I have reproduced your point on the Adam Smith Institute blog. It will be interesting to see whether they publish it, or whether they decide they would rather not. Think Tanks like to tout their political neutrality, but few are genunely non-partisan (the IEA being one of the honourable exceptions).
